How to Apply for or Update a Permit 

  1. Download the appropriate form. 

  2. Save it to your desktop. 

  3. Fill it out. 

  4. Submit the form online using the e-filing form

  5. Pay your fee online using the Make a Payment Now web page

Complete applications usually take about one day to process. Incomplete applications take an average of nine days to process. 

If you cannot e-file, email the form to transportation@utc.wa.gov

Common Carriers

A common carrier is a company or person that moves property (not household goods, as in an individual's personal belongings or property) for pay in Washington State.

Household Goods Carriers

The paid moving of household goods (as in an individual's personal belongings or property) by truck on public roads in Washington State. 

Charter and Excursion Buses

A charter or excursion company is a business that provides vehicles and drivers for groups of people to travel together. 

Charter company: A group rents a bus, van, or other vehicle under one contract. The group decides where and when to go, and they travel together for that trip. 

Excursion company: Similar to charter, but often focuses on trips for fun, sightseeing, or events. These can be pre-planned tours, like a wine country bus tour or a day trip to a sports game. 

Auto Transportation Buses

Any company or person that owns, runs, or manages a motor vehicle used to carry people for pay on public roads in Washington, either between set locations or on a regular route. 

Commercial Ferries

Any business, group, partnership, or person that owns, controls, rents, runs, or manages a vessel on the waters of Washington state. 

Solid Waste Carriers

Carriers who work in the special business of picking up and/or getting rid of solid waste. 

Freight Broker

Forwarder: A business that asks for, gathers, or puts together shipments so they can be combined into one bigger shipment. 

Broker: A business that makes contracts for, or sets up, the transportation of goods using two or more common carriers. 

Note: a person cannot operate as both a broker and a forwarder. 

Non-Profit Buses

A private, nonprofit transportation company gives rides for pay to people with special transportation needs. This means people who cannot travel on their own or buy the right kind of transportation because of a disability, low income, or age. 

Railroad Contract Crew Carriers 

Contract crew transportation companies are people, groups, or businesses that run one or more vehicles for crew transportation.
