Summary Less than Statutory notice request for tariff revisions for Torre Refuse & Recycling LLC (G-260) Tariff No. 4 that would generate approximately $288,000 (3.6 percent) additional annual revenue to recover the increased cost of disposal fees set by the Spokane County Public Works and Waste Management, revised commodity price adjustment for recycling, and increased B&O tax from 1.75% to 2.10%. On January 1, 2026, Spokane County Public works disposal fees will increase from $130.42 per ton to $135.63 per ton for Municipal Solid Waste, from $66.55 per ton to $73.31 per ton for Organic Material, and a refrigerant containing appliance fee of $30 at the North County and the Valley Transfer Stations. Waste Management disposal fees will increase from $50.10 per ton to $56.40 per ton for Mixed Recyclables and Demolition Debris, from $38.34 per ton to $44.70 per ton for Industrial Processing Waste, from $27.27 per ton to $31.80 per ton for Foundry Casting Slag, from $45.52 per ton to $51.20 per ton for Special Waste, and from $228.20 to $256.80 per ton for Asbestos waste at the Graham Road Landfill. The Tariff revisions also include revisions for recycling rates for a $1.15 increase (charge increase from $0.21 to $1.36) per month for residential recycling and multi-family recycling customers. The Company serves approximately 6,000 garbage customers in Spokane County. The Company's last general rate increase became effective on November 1, 2022.
