• 02/26/2026 -- Close (Commissioner Rendahl moved to issue an order, in Docket No. UE-250746, approving Avista Corporations 2025 Clean Energy Implementation Plan (CEIP) subject to the conditions in Appendix A to staff’s memo and further conditioned as follows: For condition 6b, in addition to the condition that is in staff’s memo: If the company selects more than 25 megawatts of additional demand response, in the ongoing RFP, update the demand response target within the 2025 CEIP to match that selection, within 90 days of finalizing all demand response contracts in the 2025 All-Source RFP, with the opportunity for the company to address, during the BCEIP process, the ability to achieve the target based on final contract terms. For condition 8, in addition to the condition that exists, Avista will work with it’s peer utilities to address the concerns of continuity and consistency of CBIs across CEIP periods and also continue working with it’s advisory groups on this same issue. For condition 10, which replaces condition 10 in staff’s memo, require Avista to provide the reporting metrics from the 2021 CEIP, which is CBI Number 8, disconnections for non-payment. Reporting will include the number and percentage of disconnections for non-payment, monthly and census tracked, of all customers, named community customers collectively and known low-income customers as the relevant sub-group within named communities, in Docket U-200281, until such time as the commission identifies a different reporting structure or docket, for this data.
