Summary On May 18, 2021, the Washington Utilities and Transportation Commission entered Order 03 in Docket U-200281, which adopted the Third Revised Term Sheet as Appendix A. Appendix A focused on regulated electric and gas companies. Recognizing a need for similar guidance for regulated water companies, staff developed the UTC Staff Water Utility Options COVID-19 Recovery, referred to as Appendix B.

Commissioner Rendahl moved in Docket U-200281, that the commission issue an order extending the moratorium suspending disconnection for utility services for residential and small commercial customers until April 30, 2021 for non-payment, that the proposal in the docket for additional funding be for not only bill assistance but arrearages, and that the payment arrangements discussed in the term sheet for small commercial customers not be limited to six months, but potentially one year to 18 months including waivers on late fees.   • 10/15/2020 -- Open Meeting (Commissioner Rendahl moved in docket U-200281 that the commission issue an order reflecting Staff’s proposed Covid-19 response term sheet with the following changes: 1. For the good faith issue both in the funding and the disconnection moratorium that we add language under 4B suggesting that communication plans should be developed in consultation with low-income advisory groups and community based organizations with the intent to provide widely-broadcasted communication with consumers. 2. On the issue of data, that we include the request from the joint advocates, both for base-line data and for zip code data, with the understanding that we will work with the companies based on what is available, although most have indicated that it is available. 3. And the last change would be that we not include in the order, but we reflect that we understand staffs’ thoughts about the specific bullet points under cost recovery.
