Insurance Requirements for UTC Permits 

All companies that apply for a UTC permit, certificate, or registration must show proof of public liability and property damage insurance. This proof must also stay up to date. 

Proof of Insurance 

Form E 

Form E is the standard proof of insurance form. It is issued by your insurance company, and its full name is the Uniform Motor Carrier Bodily Injury and Property Damage Liability Certificate of Insurance. 

Certificate of Insurance or Binder 

A certificate or binder can be used for up to 60 days. After that, it must be replaced by Form E. 

These documents must include: 

  • The UTC listed as the certificate holder 

  • The amounts of coverage 

  • The effective dates of coverage  

  • A valid signature 

Insurance Coverage Amounts 

Auto Transportation and Charter and Excursion Companies 

  • For vehicles with 15 passengers or fewer (including the driver): $1,500,000 Combined Single Limit (CSL) minimum.  

  • For vehicles with 16 or more passengers (including the driver): $5,000,000 Combined Single Limit (CSL) minimum. 

Private Nonprofit Transportation Providers 

  • For vehicles with fewer than 15 passengers (including the driver): $500,000 Combined Single Limit (CSL) minimum. 

  • For vehicles with 16 or more passengers (including the driver): $1,000,000 Combined Single Limit (CSL) minimum. 

Railroad Contract Crew Carriers 

  • Minimum coverage: $5,000,000 Combined Single Limit (CSL) minimum and $1,000,000 uninsured and underinsured motorist coverage.
