Laws and Rules
The commission operates under:
- Public Utilities laws under Title 80 of the Revised Code of Washington (RCW).
- Transportation laws under Title 81 of the RCW.
- Utilities and Trsportaiton rules under Title 480 of the Washington Administrative Code (WAC).
Commission Procedures
Procedures are contained in chapter 480-07 WAC, and follow the Administrative Procedures Act (APA) in chapter 34.05 RCW.

Washington's Constitution
