Estimated permitting time on average is 31 - 54 days, if the application is complete.  This includes a 30-day
mandatory protest period.  If protested it will go to an administrative
hearing and may take several months for a decision.

Lurito Gallagher Methodology

The UTC uses the "Lurito Gallagher Methodology" to determine the revenue requirement of solid waste hauling companies. The model uses the test period adjusted expenses and average investment to calculate the revenue required to recover these expenses and allow a return on invested capital. The return component is shown as an operating ratio.
