The Unified Carrier Registration (UCR) program is a federal program run by each state. It began on Sept. 10, 2007.

Go to www.ucr.gov (do not use Internet Explorer). Follow the step-by-step instructions to register.

Register By Mail

To register by mail:

  1. Go to www.ucr.gov and choose “mail in voucher.”
  2. Follow the prompts, click “mail in,” then choose “Generate Voucher.”
  3. Mail the voucher with your payment to the address listed on the form.

Background

In 2005, Congress created the UCR program. It replaced the Single State Registration System (SSRS).
Like SSRS, UCR uses a base-state system. You pay your UCR fee to your base state and that covers all other states that take part. See www.ucr.gov for a list of participating states.

Who Must Register

You must register if you own or run commercial motor vehicles that move goods or passengers across state or national borders, or if you arrange transport for others. The fee depends on how many vehicles you have.

A commercial motor vehicle is any vehicle that:

  • Has a weight or weight rating of 10,001 pounds or more, or
  • Is built to carry 10 or more people (including the driver), or
  • Carries hazardous materials that require placards.

Note: Passenger carriers that only operate within one state (intrastate) must still register with the UCR program.
