A common carrier is a company or person that moves property (not household goods, as in an individual's personal belongings or property) for pay in Washington State. Common carriers regulated by the Utilities and Transportation Commission can be found using the company's lookup web page.

- Fill it out.
- Submit the form online using the e-filing form.
- Pay your fee online using the Make a Payment Now web page.
Complete applications usually take about one day to process. Incomplete applications take an average of nine days to process.
