The 2018 Legislature passed, and the governor signed SSB 6519, shifting marine pilotage rate-setting authority from the Board of Pilotage Commissioners (BPC) to the UTC, as of July 1, 2019.
The law allows marine pilots and shippers to file proposed rates with the UTC and also transfers the review of the Port of Grays Harbor rate suggestions for pilotage services from the BPC to the UTC.
The UTC will manage marine pilotage rate-making according to its customary procedures, which provide a transparent, unbiased, and fair process, making sure all interested persons have a chance to be involved.
