A UTC rule limits how long a crossing can be blocked in Washington state (WAC 480-62-220 - Blockage of public grade crossings). But this rule cannot be enforced because of federal court rulings. States have asked the FRA to create national rules for blocked crossings. The FRA is the only agency that can make such rules. Until then, UTC staff will work with railroads when a blocked crossing creates a serious safety hazard.
How to Report a Blocked Crossing
The FRA created an online system for the public to report blocked crossings. The FRA’s purpose for collecting this information is to learn where, when, how long, and the impacts of blocked crossings. This data helps the FRA and states determine the extent of the problem.
