Request for Proposals

A request for proposal (RFP) is a document announcing a new project and requesting proposals from contractors to fulfill the needs of the proposal. The UTC does not currently have any requests for proposal open.

Sole Source Contracts

Agencies may submit a sole source contract when the contractor's goods or services are so unique, or are the only contractor available at a certain required location, that the contractor is the only practical source to fulfill the contract.

State law requires state agencies to submit sole source contracts to the Department of Enterprise Services, and post the notice and proposed contract 10 days before the contract would go into effect.

Phase 1 Performance-Based Regulation Workshops

The proposed contractor will facilitate workshops and obtain the necessary stakeholder participation and consultation to assist in the development of the policy statement on performance-based regulation of electric and natural gas utilities.
