Forwarder: A business that asks for, gathers, or puts together shipments so they can be combined into one bigger shipment. 

Broker: A business that makes contracts for, or sets up, the transportation of goods using two or more common carriers. 

Note: a person cannot operate as both a broker and a forwarder.

How to Apply for a Permit 

  1. Download the appropriate form.

  2. Save it to your desktop. 

  3. Fill it out. 

  4. Submit the form online using the e-filing form

  5. Pay your fee online using the Make a Payment Now web page

Complete applications usually take about one day to process. Incomplete applications take an average of nine days to process.
