Solid Waste Carriers

A solid waste carrier is a company that collects or disposes of solid waste. Solid waste carriers regulated by the Utilities and Transportation Commission can be found using the companies lookup web page. If you suspect a company is operating without a permit, report non-permitted solid waste carriers online.

How to Apply for or Update a Permit

  1. Download all appropriate forms. 

  2. Save them to your desktop.  

  3. Fill it out.  

  4. Submit the form online using the e-filing portal.  

  5. Pay your fee online using the Make a Payment Now web page.  

The average time to get a permit is 31 to 54 days if the application is complete. This includes a required 30-day protest period. If someone protests the permit, it will go to a hearing, and getting a decision may take several more months.

How to Cancel a Permit

A solid waste company must petition the commission for permission to cancel a permit. For more information about this process, email transportation@utc.wa.gov or call (360) 664-1122.

Lurito Gallagher Methodology

The UTC uses the Lurito Gallagher Methodology to figure out how much money solid waste carriers are entitled to collect to operate. The model looks at adjusted test-period costs and the company’s net book value. It then calculates how much revenue the company needs to cover its costs and earn a return on its investment. This return is shown as an operating ratio.

Annual Reports 

State law says transportation companies must file yearly reports and pay fees to the Washington Utilities and Transportation Commission. If you operated at any time during the year, you must file a report. For more details, visit the Annual Report Forms web page
