Grade Crossing Protective Fund

The UTC awards Grade Crossing Protective Fund (GCPF) grants to railroad companies, local governments, and other groups. The grants pay for safety improvements at railroad crossings or along train tracks. Funds also cover safety improvements at passive crossings (no lights or gates) and other safety projects.

Projects are chosen based on:

  • How serious the hazard is.
  • The safety benefits of the project.
  • The project’s cost.
  • Geographic diversity.
  • Public equity.
  • Available funds.

Railroad companies that the UTC regulates must be following UTC laws and rules to qualify.

Funding Availability

Grant funds are now available for the 2025-2027 biennium.

The UTC usually limits the grant per project to $25,000 to ensure there is funding for a variety of projects.

In special cases, the UTC may approve more funding to fix an urgent or major safety problem. If you ask for more than $25,000, include clear reasons. For example, explain if this is part of a larger project or if you will provide matching funds. Describe the larger project and show cost estimates, including who will pay each part.

The UTC will not pay administrative or labor costs if current staff does the work. It may pay for contracted administration or labor.

The UTC pays grant funds by reimbursement only.

Application Forms

Applications for the 2025-2027 grant cycle are being accepted. Choose one category when you apply:

Email applications to rail@utc.wa.gov. Use “Grade Crossing Protective Fund” in the subject line.

Reimbursement Forms

When your project is done, complete the A-19 Invoice Voucher and Expenditure Summary. Send it with copies of all invoices and receipts. The Affidavit of Project Completion is required only for projects at passive crossings. Email all reimbursement documents to rail@utc.wa.gov.
