Markets and CETA Compliance Rulemaking - UE-210183

On May 3, 2021, the commission filed its Preproposal Statement of Inquiry (CR-101) with the Code Reviser, initiating this rulemaking to promulgate new rules to implement certain sections of the Clean Energy Transformation Act (CETA) regarding market purchases of electricity, and centered implementation of Chapter 19.405 RCW. The Commission also issued a Notice inviting interested persons to file written comments on the treatment of energy storage with responses due on the revised deadline of Wednesday, June 2, 2021.

One May 17, 2021, the Commission issued a Notice inviting comment on issues related to double counting, market purchases of electricity and the interpretation of compliance with RCW 19.405.040(1)(a). Comments are due Monday, June 14, 2021.

On May 27, 2021, the Commission issued a Notice of two Joint Workshops, one on June 9, 2021, at 1 p.m., and one on June 22, 2021, at 9 a.m.

On March 23, 2022, the Commission issued a Notice of Opportunity to File Comments on Draft Rules and Notice of Proposed Rule Adoption Hearing. Comments are due by 5 p.m. on Friday, April 22, 2022.
