Pilotage

The 2018 Legislature passed and the governor signed SSB 6519, transferring marine pilotage rate-setting authority from the Board of Pilotage Commissioners (BPC) to the Utilities and Transportation Commission (UTC) effective July 1, 2019.

The law allows marine pilots and shippers to file proposed rates with the UTC and also transfers consideration of the Port of Grays Harbor rate recommendations for pilotage services from the BPC to the UTC. 

The UTC will conduct marine pilotage rate-making according to its customary procedures that provide a transparent, unbiased, and fair process ensuring all interested persons have an opportunity to participate.
