On December 5, 2025, the Washington Utilities and Transportation Commission (Commission) filed with the Code Reviser a Preproposal Statement of Inquiry (CR-101) to engage in a Commission rulemaking required to implement Engrossed Substitute House Bill (ESHB) 1522 (Chapter 156, Laws of 2025 with relevant sections codified as Revised Code of Washington (RCW) 80.28.445).
On the same day, the commission issued a Notice of Opportunity to File Written Comments and Notice of Workshop in docket UE-250777, providing opportunity to file written comments on questions detailed in the notice by 5 p.m., Jan. 20, 2026. The Notice set a hybrid workshop on February 23, 2026, at 9:30 a.m. The workshop can be attended in-person at UTC Headquarters located at 621 Woodland Square Loop SE, Lacey, WA, in Hearing Rm 110.
