On June 16, 2025, ConnectDER, a Meter Socket Adapter (MSA) manufacturer, filed a Petition with the Commission to initiate a rulemaking to amend the language of WAC 480-108 in Docket 250477.
On Aug. 15, 2025, the Commission entered Order 01, Denying Petition in Favor of Commission-Initiated Rulemaking, in the same docket. Acknowledging ambiguity in rule related to the interconnection of demand-side technologies, the Commission denied the Petition, “in favor of initiating a more comprehensive rulemaking that will better enable the Commission to consider the views of all industry stakeholders.”
On Jan. 28, 2026, the Commission with the Code Reviser a Preproposal Statement of Inquiry (CR-101) to amend the language of WAC 480-108 to standardize processes for utilities to test and approve Meter Socket Adapters. The same day, the Commission issued a Notice of Opportunity to File Written Comments. The deadline for filing comments is April 1, 2026.
