State law requires regulated utility and transportation companies to file annual reports and pay regulatory fees to the commission. If you operated at any time during the reporting year, you are required to file an annual report.
All annual reports and regulatory fees must be received by the commission no later than May 1 each year. Postmark dates are not considered the date received. It is strongly recommended to use a mail delivery service with delivery confirmation or to file online to receive an email notification of receipt.

Pay Fees
The commission accepts the following methods of payment:
- Cash (in-person at the commission);
- Check (must be in US Funds);
- Submit a payment using the Online Payment Form (ACH, American Express, Discover/Novus, Mastercard, Visa), ACH, American Express, Discover/Novus, Mastercard, Visa); or
- Pay be phone (credit card payments only) by contacting Financial Services at (360) 664-1349 or email Financial Services to submit payment information.
Please note: A convenience fee of 2.5 percent (minimum of $3.95) is charged by Official Payment for using the credit card processing service.
