Complaint April 3, 2026: Sandra Lince filed a formal complaint with the commission alleging Puget Sound Energy failed to provide the Complainant with information necessary to understand the nature, cost, and terms of service in violation of Washington Administrative Code (WAC) 480-90-173; improperly classified the Complainant customer under Tariff Rule No. 6 instead of Tariff Rule No. 9 when PSE characterized the scope of work at the Complainant’s property as a new line extension rather than a reconnection/restoration of service, shifted the cost of system upgrades from the utility’s entire ratepayer base to the single residential customer; violated Revised Code of Washington (RCW) 80.28.010 when it charged the Complainant $6,625.26 in re-connection costs.
