UTC welcomes new Policy Director
LACEY, Wash. – The Utilities and Transportation Commission announced the appointment of Jisong Wu, Ph.D as the new policy director, effective Aug. 1.
Dr. Wu brings extensive experience in economics, data science, and policy analysis. Before joining the UTC, Dr. Wu served as a consulting energy resource planning acquisition analyst at Puget Sound Energy in Bellevue, Washington, where he specialized in regional economic and demographic modeling, customer growth forecasting, and price elasticity studies for electrification. His career also includes roles as a data scientist at T-Mobile and an associate professor of finance at the Southern University of Science and Technology in Shenzhen, China.
Wu holds a Ph.D. in economics with a focus on econometrics and finance from Vanderbilt University and a bachelor's degree in engineering from the University of Science and Technology of China. His expertise spans a range of technical skills, including programming languages such as Python, SAS, SQL, and Matlab, as well as advanced statistical methods and machine learning models.

The UTC regulates the rates and services of telecommunications companies, investor-owned electric utilities, natural gas and water companies, garbage collection haulers, household goods movers, passenger transportation companies, commercial ferries, pipeline companies, marine pilotage, and a low-level radioactive waste repository. The commission does not regulate the rates of broadband services, cellular, cable, or internet services.
