Integrated Resource Planning (IRP) Rulemaking - UE-190698

On November 6, 2019, the Commission filed a Preproposal Statement of Inquiry (CR-101) with the Code Reviser, initiating a rulemaking to update it's integrated resource plan (IRP) rules in WAC 480-100-238, to consider whether additional rules were necessary to implement recent legislation, to clarify how recent advances in the energy industry should be treated in IRPs, and to consider other improvements in the process and policies involved in utility preparation and Commission review of IRPs.

On November 7, 2019, the Commission issued a notice providing opportunity to comment on the CR-101 and proposed revised draft rules. Comments are due on December 20, 2019.

On November 25, 2019, the Commission issued a notice of a discussion and joint workshop with the Department of Commerce. The workshop is to be held at 9:30 a.m. on January 16, 2020, at the Commission headquarters, in the Richard Hemstad Hearing Room, 621 Woodland Square Loop SE, Lacey, Washington. (Agenda).

On January 8, 2020, the Commission issued a notice of another joint workshop with the Department of Commerce on the subject of defining low income and energy assistance need. This workshop will be held at 9 a.m on January 28, 2020, at the Commission headquarters, in the Richard Hemstad Hearing Room, 621 Woodland Square Loop SE, Lacey, Washington. (Agenda.)

On January 16, 2020, the commission issued a notice of a workshop to be held jointly with the Department of Commerce on the subject of Equity and Planning in this and other current commission rulemakings. The workshop will be held at 8:30 a.m. on February 5, 2020, in the commission's Richard Hemstad Hearing Room, 621 Woodland Square Loop SE, Lacey, Washington. 

On May 4, 2020, the commission issued a notice of workshop on equity provisions in all three of the current CETA-related rulemakings. The workshop will be held at 1 p.m. on May 22, 2020. This will be an online-only workshop. Parties may participate by telephone or via the Skype for Business app (Instructions).The commission will not host an in-person meeting space. On May 27,2020, the commission issued a notice of workshop on demand response potential and target setting in current electric IRP rulemaking and CEIP rulemaking dockets. The workshop will be held at 1:30 p.m. on June 8, 2020. this will be an online-only workshop. Parties may participate by telephone or via the Skype for Business app. (instructions). On August 13, 2020, the commission issued a notice providing opportunity to comment on the second draft proposed rules in this docket and docket UE-191023. (Redline RulesClean Rules.) Comments are due by Friday, September 11, 2020.

On August 18, 2020, the commission entered an order consolidating under this rulemaking with the CEIP rulemaking under docket UE-191023.

On October 14, 2020, the commission issued a notice of CR-102 and opportunity to file written comments on revised draft rules. Comments are due by 5 p.m. on November 12, 2020. The notice also informed stakeholders of a virtual public adoption hearing to be held at 9:30 a.m. on December 9, 2020.
