How to Participate in Open Meetings

The Commission has established a Zoom link and phone number for online Open Meeting participation.

📞 To Participate Over the Phone:

Call the commission’s Records Center at (360) 664-1234 several days before the open meeting and notify them that you wish to participate by phone.

  • Records Center staff will ask you your name, whom you represent (if any), and which agenda item (e.g. Docket 210123) you are interested in.

  • You will also be asked whether or not you intend to speak or if you are only available for questions. The information you supply will be noted on the sign-in sheet, for use by the chairperson.

On the day of the Open Meeting, you will dial into the Zoom phone line for the meeting by calling (253) 215-8782. When prompted please enter the meeting ID: 816 1703 6134, then when prompted, enter Passcode: 078982 (Please note: This code will be valid through 2024, it will be updated for 2025).

When you dial into the Zoom line you will not be on mute automatically, please mute your phone by pressing *6. If your line is muted by the system, you can press *6 to unmute yourself.

Once you have been verbally acknowledged by the chairperson as being on the Zoom line, you can then speak into your telephone to interact with the commissioners (Please note that if the commissioners are unable to hear you, your phone may still be on mute).

You may end your call to the Zoom line by simply hanging up your telephone when you are ready to do so.

When you connect to the Zoom meeting you may not be muted automatically, please mute your device by locating the microphone icon and clicking on it. To verify that you are successfully muted you should see a line cutting through the microphone icon. Click the icon again to unmute yourself.

You may end your participation in the Zoom meeting by simply leaving the meeting by clicking the 'Leaving Meeting' button.

Does your device have hold music?

If you put your line/device on hold while you listen to the meeting, please be sure that your telephone system does not play music, which can be heard by the others on the Zoom line, as well as the people in the hearing room.

If your system is put on hold and music begins to play into the Open Meeting, your phone or device may be removed from the Open Meeting to allow others to easily hear what is being discussed.
