This docket involves a formal complaint filed by the Washington Independent Telephone Association, Washington Exchange Carrier Association, The Toledo Telephone Co., Inc., Tenino Telephone Company, Kalama Telephone Company, and Hood Canal Telephone Company d/b/a Hood Canal Communications against McLeodUSA Telecommunications Services, L.L.C. and PAETEC Communications, Inc.
The complaint alleges that McLeodUSA and PAETEC are engaging in activities whereby they send telecommunications traffic to incumbent local exchange carriers for termination and are altering the data in the call signaling stream to mask the true origination point or jurisdiction of the traffic, therefore making it appear as if the telecommunications traffic is not subject to access charges. McLeodUSA and PAETEC filed an
answer to the complaint.
The commission held a
prehearing conference on November 28, 2011. At the prehearing conference, the parties agreed on a procedural schedule, which is included in
Order 01 - Prehearing Conference Order. The commission, by
notice issued January 23, 2012, revised the procedural schedule.
On April 24, 2012, the parties in this proceeding notified the commission that they have reached an agreement in principle on a settlement of the issues raised in this matter. On April 25, the commission gave
notice that the procedural schedule is suspended.
