​On April 9, 2015, the commission filed a complaint against Topsoils Inc. d/b/a United Recycling & Container (United Recycling) alleging that they are operating for the hauling of solid waste for compensation without a certificate of convenience and necessity issued by the commission as well as operating for the hauling of solid waste for compensation includes advertising, soliciting, offering, or entering into an agreement to provide that service under RCW 81.77.040. The complaint also sets the time and date for a brief adjudicative proceeding on this matter for Friday, May 29, 2015, at 9:30 a.m..

On May 21, 2015, the commission entered Order 03 - Initial Order Approving Settlement Agreement, therefore, the Brief adjudicative proceeding for this matter has been cancelled.
