Washington Utilities and Transportation Commission
On August 9, 2019, the commission filed with the code reviser it's Preproposal Statement of Inquiry (CR-101) in docket UT-190437, Universal Service Rulemaking. The commission is initiating this rulemaking to consider amending and adopting rules in Chapter
480-123 WAC, Universal Service, to implement the provisions of sections 11
through 18 of Second Substitute Senate Bill 5511 (Broadband Bill), enacted in
the 2019 Legislative Session. Section 18(2) of the bill requires the Commission
to amend and adopt new rules to implement reforms to the state universal
communications service program.
Also on August 9, 2019, the commission served on potential stakeholders a notice of opportunity to comment. Comments are due by 5 p.m., September 9, 2019.
On November 15, 2019, the commission issued a notice of opportunity to comment on its draft rules. The notice also continued a small business economic impact questionnaire. Comments on the rules and responses to the questionnaire are due by 5 p.m., December 16, 2019.
On February 12, 2020, the commission filed with the Code Reviser is Notice of Proposed Rules (CR-102) at WSR 20-05-040. Also on February 12, 2020, the commission issued a notice of opportunity to comment on the proposed rules and notice of adoption hearing. Comments on the rules are due by 5 p.m., March 13, 2020. The adoption hearing was scheduled for March 30, 2020. On February 20, 2020, the commission issued a notice rescheduling the adoption hearing for 1:30 p.m., May 7, 2020, in the commission's Richard Hemstad Hearing Room, 621 Woodland Square Loop SE, Lacey, Washington.
