On October 10, 2014, SpeediShuttle Washington, LLC d/b/a Speedishuttle Seattle (Speedishuttle) filed with the commission an application for a Bus Certificate. SpeediShuttle’s application requests authority to provide door–to-door and scheduled passenger service between points in King County and SeaTac International, and between points in King County and Waterfront terminals in Seattle. 

On November 12, 2014, Shuttle Express, Inc. filed a protest to the Application.  Pacific Northwest Transportation Services, Inc. d/b/a Capital Aeroporter Airport Shuttle also filed a protest to the Application on November 20, 2014.

The commission issued a notice of Brief Adjudicative Proceeding on December 2, 2014 which set the time and date for oral statements in the matter for Monday, January 12, 2015, at 1:30 p.m.

On January 23, 2015, the commission enetered an Initial Order overruling objections and granting Speedishuttle's certificate.  Petitions for administrative review were filed by both objecting parties, but the commission affirmed the initial order in its Final Order, entered on March 30, 2015.

On May 16, 2016, Shuttle Express filed a Petition for rehearing. Responses to the petition are due June 7, 2016. It concurrently filed a Formal Complaint against Speedishuttle in a new docket, TC-160516.

On June 7, 2016, Speedishuttle filed an Answer to the Petition and an Answer to, and Motion to Dismiss, the new complaint. On June 15, Shuttle Express filed a Motion to Strike all of Speedishuttle's answers and it's motion to dismiss. On June 15, 2016, the commission filed a Notice holding the motion to strike in abeyance, and on June 28, 2016, the commission issued Order 01, denying Speedishuttle's motion to dismiss.

On June 29, 2016, the commission issued a Notice of Opportunity to Respond to the Motion to Strike (by August 1, 2016) and  Notice of Prehearing Conference, which was held August 2, 2016.

On August 4, 2016, the commission issued Order 06, Granting Petition for Rehearing in docket TC-143691 and Order 07/02, Prehearing Conference Order, Order of Consolidation and Notice of Hearing in both dockets, which consolidated the cases, set the procedural schedule, and scheduled the matter for hearing.

On November 29, 2016, the commission issued a Notice Revising Procedural Schedule, which set the hearing date for  on February 28, 2017 at 9:00 a.m.

On January 5, 2017, the commission entered Order 12, which consolidated docket TC-161257 with the already consolidated TC-143691 and TC-160516.

On January 18, 2017, the commission entered Order 15, which further revised the procedural schedule and, among other things, set the hearing dates for May 10, 2017, beginning at 9 a.m. and continuing on May 12, 2017, at 9 a.m., in the commission's Hearing room, second floor, Richard Hemstad Building, 1300 S. Evergreen Park Drive S.W., Olympia, Washington.
