On May 1, 2013, the commission filed a
complaint against Shuttle Express, Inc. The complaint alleges that Shuttle Express violated one or more commission rules by operating an independent contractor program under which the company contracts with owner-operators of limousines or for-hire vehicles to transport Shuttle Express passengers. The independent contractor owner-operators are not regulated by the commission and provide multi-stop transportation service over Shuttle Express's regulated routes.

The commission held a
prehearing conference in this matter on June 18, 2013, and issued a
Prehearing Conference Order the same day.
The commission held an evidentiary hearing on the matter on August 1, 2013.

petition for review of initial order on January 3, 2014.
