Washington Utilities and Transportation Commission
On June 17, 2015, the commission filed with the Code Reviser a Preproposal Statement of Inquiry (CR-101) to determine if a rulemaking is necessary for the sole purpose of implementing SSB 5362, passed and signed into law in the 2015 legislative session. The potential rulemaking would affect WAC Chapter 480-30, relating to charter bus companies. The rulemaking would be limited to the provision of SSB 5362. The 2015 Legislature passed legislation (SSB 5362) requiring RCW 81.70 to include transportation of persons by party bus over any public highway within the state as a charter party carrier.
Written comments on the CR-101 inquiry were due by July 20, 2015.
The commission issued a notice, on August 12, 2015, of the opportunity to file written comments on draft rules by interested persons. Written comments on the draft rules were due September 11, 2015.
On October 21, 2015, the commission filed a Notice of Proposed Rulemaking (CR-102) with the Office of the Code Reviser. Comments on the proposed rules were due by November 23, 2015. The commission issued and served a notice to all interested persons on October 23, 2015
The commission held a public hearing for interested persons to make oral comments about the proposed rules on December 15, 2015, Commission's Hearing Room, Second Floor, Richard Hemstad Building, 1300 S. Evergreen Park Drive S.W., Olympia, Washington.
On January 4, 2016, the commission filed its Adoption Order and rules with the Code Reviser. The rules will become effective on February 4, 2016. the commission provided notice to stakeholders by letter issued on January 7, 2016. Appendix A to the adoption order is available by clicking here.
