​The commission issued a complaint against Puget Sound Energy (PSE) alleging four violations of WAC 480-93-188(4) and four violations of WAC 480-93-180.  Based on information available at the time this Complaint was issued, commission staff intends to recommend a monetary penalty of $400,000.00.

On March 21, 2013, PSE filed an answer to the complaint.

The commission held a prehearing conference in this matter on April 18, 2013.  By Order 01, the commission entered a prehearing conference order and, among other things, adopts a procedural schedule.

On July 10, 2013, commission staff filed a letter with the commission indicating that the parties had reached an agreement in principle that would resolve all issues in this docket. By notice, issued July 10, 2013, the commission suspends the procedural schedule and cancels the October 15 and 16, 2013, evidentiary hearing. 

On July 24, 2013, PSE and commission staff filed with the commission a full settlement agreement that resolves all contest issues in this proceeding and supporting narrative as well as staff's Investigation Report to explain the bases for the proposed settlement.

The commission held a hearing on the parties' proposed settlement on September 25, 2013, at UTC headquarters, Olympia, Washington.
