Puget Sound Energy, Inc. (PSE) and NW Energy Coalition (NWEC) filed a petition on October 15, 2012, seeking approval of an
electric and
natural gas decoupling mechanism and authority to record accounting entries associated with the mechanisms. After the petition and supporting testimony were filed, the commission held two technical conferences to allow interested stakeholders to further discuss the proposed decoupling mechanisms and to propose variations to the proposed mechanisms. PSE and NWEC reached an agreement on certain modifications to the decoupling mechanisms and filed on March 1, 2013, an
amended petition and testimony in support of these modifications of the original decoupling proposal. The commission heard these matters on its regular open meeting on March 14, 2013, and the commission entered
Order 01 and set the dockets for hearing.
The commission held a joint prehearing conference on March 22, 2013, and entered a "Corrected"
Order 02 - Consolidation Order and Prehearing Conference Order on March 28, 2013.
The commission held evidentiary hearings in this matter on May 16, 2013, at UTC headquarters.
The commission will also held a hearing to take public comments in this matter on May 16, 2013, at 6:00 p.m., at UTC headquarters.
On June 25, 2013, the commission entered
Order 06 - Rejecting Multiparty Settlement, and on the same day entered
Order 07 - Final Order Granting Petition.
On July 5, 2013, three petitions for reconsideration were filed by 1)
Nucor Steel Seattle, Inc., 2)
The Kroger Co., and 3)
Northwest Industrial Gas Users.
On July 24, 2013, Industrial Customers of Northwest Utilities filed a
petition for judicial review in Thurston County Superior Court. On that same day, the Office of Attorney General, Public Counsel division, also filed a
petition for judicial review in Thurston County Superior Court.
On December 12, 2013, the commission entered
Order 09 - Order Granting in Part, and Denying in Part, Petitions for Reconsideration.
By
order entered on July 25, 2014, the Thurston County Superior Court (Court) reversed in part the order of the commission determining that the rates to be charged by PSE as a result of this proceeding are fair, just, reasonable, and sufficient. The Court remanded the case to the commission "to establish, fair, just, reasonable and sufficient rates to be charged under the rate plan, and to order any other appropriate relief."
The commission will conduct a
prehearing conference to address the appropriate procedure on remand and to establish an appropriate procedural schedule. On September 4, 2014, the commission issued a
notice changing the date and time of the prehearing conference to September 30, 2014 at the commission headquarters.
On October 8, 2014, the commission entered
Order 10 - Prehearing Conference Order establishing a procedural schedule and setting the date of hearing for January 7, 2015.
On December 24, 2014, the commission issued a
notice rescheduling the hearing to February 2, 2015.
On January 9, 2015, the commission issued a
notice revising the procedural schedule in this matter. The hearing was held on Friday, February 13, 2015, at 9:00 a.m., at UTC Headquarters, Olympia, Washington.
On June 29, 2015, the commission entered
Order 15, Final Order on Remand.
On March 9, 2016, PSE, Staff, Public Counsel, ICNU, NWIGU, The Energy Project NWEC, Federal Executive Agencies and the Sierra Club filed a
Joint Petition to Modify Order 07.
On March 11, 2016, the commission issued a
notice of hearing for March 17, 2016, at 9:30 a.m., in Room 206, Second Floor, Richard Hemstad Building, 1300 S. Evergreen Park Drive S.W., Olympia, Washington.
On March 17, 2016, the commission issued a notice amending
Order 07 by substituting the January 17, 2017, for the date April 1, 2016 in paragraphs 9, 137, and 166.
