On May 7, 2013, Northwest Smoking & Curing, Inc. d/b/a SeaTac Direct (SeaTac Direct) filed with the commission an
application for a certificate of public convenience and necessity to operate as an auto transportation company, providing closed door scheduled passenger service between the Best Western Lakeway hotel in Bellingham, Washington, and SeaTac International Airport. SeaTac Direct filed
replacement pages to its Application on may 16, 2013.
The commission received two protests to the Application, one by
Wickkiser International Companies, Inc., d/b/a Airporter Shuttle and the other by
SeaTac Shuttle, LLC d/b/a Whidbey-SeaTac Shuttle.
The commission held a
prehearing conference on August 5, 2013. At the prehearing conference, among other things, the commission adopted a procedural schedule in this proceeding and scheduled an evidentiary hearing, see
Order 01.
On September 10, 2013, commission staff filed a
motion seeking clarification of whether the commission will apply the rules in WAC 480-30 as they existed when SeaTac Direct filed its Application or the rules that will become effective on September 21 (Motion). Responses to the Motions are due by September 20, 2013.
The commission further suspends, by
notice dated September 12, the procedural schedule and the evidentiary hearing scheduled in this proceeding for October 2, 2013.
On November 8, 2013, the commission entered
Order 02 - Initial Order Dismissing Adjudication and Referring Application to Commission Staff.
On December 2, 2013, petition's for administrative review were filed by
Wickkiser International and
Seatac Shuttle. On December 12, 2013, commission staff filed an
answer to the petition's.
On February 19, 2014, the commission entered
Order 03 - Final Order Dismissing Adjudication.
