Washington Utilities and Transportation Commission
On Dec. 21, 2011, the commission filed with the Code Reviser a Pre-Proposal Statement of Inquiry (CR-101) to consider revising the standards for interconnecting electric generators in the service territories of electric investor-owned utilities in WAC 480-108. .
The commission issued a notice and written comments on the proposal to review the rules for interconnection with electric generators, as well as changes commenters would like to see in the rules. Comments were due Jan. 30, 2012.
The commission held a stakeholder workshop on March 29, 2012, to review and discuss the comments submitted in response to the CR-101. A list of topics discussed at the workshop are available in the Notice. The agenda for the workshop and a comment summary matrix were also available.
At the workshop, there was wide stakeholder support to pursue the collaborative discussions proposed by WAPUDA, WRECA and AWC. The Interconnection Workgroup has agreed to hold its first meeting on Thursday, April 19, 2012, at WAPUDA's building located at 212 Union Ave., SE, 2nd Floor, in Olympia.
By notice issued on April 13, 2012, the commission will accept additional comments from stakeholders and allow interested persons to respond to comments filed in the rulemaking by May 14, 2012.
The Interconnection Standards Workgroup filed a Report and set of model rules with the commission on July 13, 2012. A replacement sheet was filed on July 16. The commission, by notice issued July 26, requests that stakeholders address questions regarding the proposed model rules by Sept. 7, 2012. The questions are available in the Notice.
Based on the Stakeholder Workgroup's Report and the Sept. 7, 2012, comments; the commission requested comments on draft rules that amends and replaces the current rules, to the extent practicable, with the model rules. Red-lined and clean versions of the draft rules are available for comment by Friday, Dec. 21, 2012. The commission also provided the opportunity to respond to the SBEIS Questionnaire by Dec. 21, 2012. More information is available by clicking on the Notice link.
As a result of the number of changes to the draft in response to Dec. 21, 2012, stakeholder comments and suggestions, the commission has prepared a revised draft for stakeholder review. By notice issued Feb. 5, 2013, the commission invited comments on the latest changes to the revised draft rules by March 6, 2013. A Feb. 5, 2013, Redlined draft and a clean version of the rules are available.
The commission filed a CR-102, SBEIS, and proposed rules with the Code Reviser on April 16, 2013. The following CR-102 documents are also available: Notice, December 21 and March 6 comment summary matrix, and a clean version of the rules.
Comments on the proposed rules were due by May 17, 2013. A public adoption hearing for interested persons to make oral comments about the proposal was held at on June 13, 2013, at UTC headquarters in Olympia, Washington.
The commission is proposing to make minor changes to the proposed rules issued on April 17, and provided an opportunity to address these changes at the adoption hearing. The commission issued a notice of those proposed rule changes on June 6.
On July 18, 2013, the commission filed an adoption order with the Code Reviser. The order, rules, and comment summary matrix are available for inspection. The commission served a letter, and the adoption order to interested persons on July 19, 2013.
On July 30, 2014, the commission issued an interpretive statement concerning commission jurisdiction and regulation of third-party owners of net metering facilities. Documents of interest and referenced in the interpretive statement are listed as follows: 1) Consumer Complaints Memo, 2) Solar Energy in Washington State, 3) SolarCity Residential Solar PPA, 4) Solar City Residential Solar Lease, 5) NREL Model Contract (Aggregated), and 6) NREL Model Contract (Disaggregated).
