​On June 30, 2015, Frontier Communications Northwest Inc. (Frontier) filed with the commission a formal complaint against Puget Sound Energy (PSE).  The complaint involves a dispute over the proper method for calculating utility pole attachment rates.  A more detailed account of the dispute is reflected in the complaint.

On July 7, 2015, PSE filed an answer to the complaint.

The commission held a prehearing conference in this matter on Wednesday, August 12, 2015, and entered its prehearing conference order on August 13, 2015, setting a procedural schedule in this matter. 

On October 13, 2015, the commission issued a notice suspending the procedural schedule and setting a date and time for oral argument.  The commission conducted oral argument on November 3, 2015, at 1:00 p.m.,  at UTC headquarters, Olympia, Washington.
