​On December 24, 2012, Frontier Communications Northwest Inc. (Frontier) filed with the commission a petition for approval of minimal regulation in accordance with RCW 80.36.320 seeking classification as a competitive telecommunications company throughout its current service territory.

On January 24, 2012, Frontier filed an amended replacement petition (Petition).  The commission, by Order 01, suspended the competitive classification and set the Petition for hearing.

The commission held a prehearing conference in this matter at 1:30 p.m., on February 13, 2013.

On February 15, 2013, the commission entered Order 02 - Prehearing Conference Order.  Order 02, among other things, adopts a procedural schedule.

On April 25, 2013, the commission received a joint narrative and testimony in support of a settlement agreement between Frontier and competitive local exchange carrier Intervenors.

On May 17, 2013, the commission received a joint narrative and testimony in support of a settlement agreement between Frontier and U.S. Department of Defense and all other Federal Executive Agencies.

Frontier, commission staff, and Public Counsel notified the commission on May 21, 2013, that the parties had reached a full settlement in this proceeding.  The commission, by notice issued May 22, suspends the remaining procedural schedule, with the exception of the public comment hearing set for May 23, 2013, and schedules a settlement hearing.

The commission held a hearing on all three of the parties' proposed settlement agreements on Wednesday, May 29, 2013, at 2:00 p.m.  

The commission also held a public comment hearing to provide members of the public with an opportunity to present comments to the commission.  The public hearing was held on May 23, 2013 at 6:00 p.m., in the Senate Training Room of the Jackson Conference Center, Everett Community College, 2000 Tower Street, Everett, Washington.
