​The commission institutes a special proceeding on its own motion to determine whether DKRR, Inc. d/b/a Five Star Limousine Services, First Investments, Inc., and Five Star Limousine, is operating as a charter party or excursion service carrier for transportation of passengers for compensation between points in the state of Washington and on the public highways of Washington State without the necessary certificate required for such operations by RCW 81.70.220.

The commission held a hearing concerning this Complaint on Thursday, January 24, 2013, in Room 206, Richard Hemstad Building, 1300 S. Evergreen Park Drive S.W., Olympia, Washington.

On March 7, 2013, the commission entered Order 02 - Initial Order Classifying Respondent as Charter Party or Excursion Service Carrier; Ordering Respondent to Cease and Desist; Imposing Penalty.

On March 29, 2013, DKRR, Inc. filed a petition for administrative review.  The commission entered its Order 03 - Final Order Denying Petition for Administrative Review on April 11, 2013.

On May 10, 2013, DKRR, Inc. filed a petition for judicial review of final order with Clark County.
