​On December 13, 2013, Mike and Glenda Beck (Complainants) filed with the commission a complaint against Cristalina, LLC (Cristalina).  The complaint alleges that on November 26, 2013, Cristalina shut off water service to the Complainants' home due to non-payment of disputed water bills incurred between 2007 and 2010.

The commission initiated an emergency proceeding and held a hearing in this matter on December 23, 2013, at UTC headquarters in Olympia, Washington.

On December 24, 2013, the commission entered Order 01 - Order Requiring Reconnection of Water Service; Setting Deadline For Submissions of Issues List.  

The commission held a prehearing conference on February 10, 2014, to determine whether to address any other issues in this docket and to adopt a procedural schedule.  A prehearing conference order was entered on February 12, 2014, as Order 02.

The commission held an evidentiary hearing in this proceeding on May 21, 2014.
