​On April 8, 2013, the City of Kennewick filed with the commission a petition to construct a highway-rail grade crossing at Center Parkway, City of Kennewick.

On April 12, 2013, the commission sent a letter to BNSF Railway Company (BNSF), Union Pacific Railroad (Union Pacific), Tri City and Olympia Railroad Company (Tri City RR), and the Port of Benton (Port).  Union Pacific and BNSF each filed a signed "Waiver of Hearing by Respondent" form, Tri City RR filed an answer opposing the petition, and the Port informally notified the commission that it would state the Port's position on the matter at a prehearing conference.

The commission held a prehearing conference in this matter on June 4, 2013.  The commission entered its Order 01 - Prehearing Conference Order on June 7.

The commission held an evidentiary hearing in this matter on November 19, 2013, at 9:30 a.m. and continuing as required on November 20 and November 21, 2013, at the City of Richland Public Library, Richland, Washington.  In addition, apublic comment hearing was held on November 20, 2013, at the City of Richland Public Library, Richland, Washington.

On February 25, 2014, the  commission entered Order 02 - Initial Order denying petition to open at-grade railroad crossing.

On May 29, 2014, the commission entered Order 03 - Final Order granting administrative review.

On June 24, 2014, the commission entered Order 04 - Order Denying Petition for Reconsideration, Petition for Stay, and Petition for Rehearing.
