​The commission institutes a special proceeding on its own motion, under RCW 81.04.510, to determine whether Bobby Wolford Trucking & Salvage, Inc. d/b/a Bobby Wolford Trucking & Demolition, Inc. (Bobby Wolford Trucking), is operating for the hauling of solid waste for compensation without a certificate of convenience and necessity issued by the commission under RCW 81.77.040.  Staff's investigation report is available by clicking the link.

On January 16, 2015, the commission served Order 01, Order Instituting Special Proceeding and Notice of Hearing; and Complaint Seeking to Impose Penalties and Notice of Hearing, and Order 02, Subpoena and Subpoena Duces Tecum against Bobby Wolford Trucking.  

On February 11, 2015, commission staff notified the commission that the parties reached a settlement in principle.  On February 12, the commission issued a notice suspending the procedural schedule and requiring the filing of settlement documents or a status report of their negotiations by February 25, 2015.

On February 26, 2015, the commission served Order 02, Initial Order Approving Settlement Agreement.

On March 30, 2016, the commission issued a Notice of Brief Adjudicative Proceeding regarding violations of Order 02. This hearing will be held on April 27, 2016 at 9:30 a.m. at the Richard Hemstad Building, Olympia, Washington.

On May 16, 2016, the commission issued its Initial Order, which consolidated the original docket with Docket TG-151573 (regarding the most recent violations), imposed the suspended penalties, and imposed and suspended new penalties.

On June 3, 2016, commission staff filed a Petition for Administrative Review, and on June 17, 2016, the commission entered its Final Order Modifying Intial Order and imposing penalties.
