On October 8, 2015 the commission, pursuant to RCW 81.04.510, issued Order 01 which instituted a special proceeding on its own motion to determine whether Blessed Limousine Inc. is operating as a charter party or excursion service carrier for transportation of passengers for compensation between points in the state of Washington and on the public highways of Washington State without the necessary certificate required for such operations by RCW 81.70.220. The commission will hold a Brief Adjudicative Proceeding in this matter on Thursday, November 19, 2015, at 1:30 p.m., in the commission's hearing room, second floor, Richard Hemstad Building, 1300 S. On December 7, 2015, the commission entered an Initial Order classifying Blessed Limousine Inc. as a Charter Party or Excursion Service Carrier; Ordering Respondent to Cease & Desist; Imposing and Suspending penalties on condition of future compliance.
On January 6, 2016, Blessed Limousine, Inc. filed a Petition for Administrative Review, and on January 26, the commission entered it's Final Order. Following this final order, Blessed Limousine, Inc. filed a Motion for leave to make payments and Order 04 granted this motion on February 3, 2016.
On March 11, 2016, commission staff filed a letter outlining Blessed Limousine's failure to comply with the terms of Order 04, by failing to make payments toward its penalty in a timely fashion. The commision responded by issuing a letter re non-compliance, stating that the full penalty is now due. On March 24, 2016, Blessed Limousine filed a Motion to reinstate Order 04. This motion was denied by Order 05 on April 4, 2016.
