​In Docket TS-121253, Sean McNamara d/b/a Bellingham Water Taxi filed with the commission an application for an extension of Certificate BC-64619.  Bellingham Water Taxi requests its existing authority be revised to include passenger and freight service between Bellingham and Friday Harbor, with flag stops at Vendovi and Cypress Islands.

In Docket TS-121395 Pacific Cruises Northwest, Inc. d/b/a San Juan Cruises filed with the commission an application for a certificate of public convenience and necessity to operate vessels in furnishing passenger-only ferry service between Bellingham and Friday Harbor.

The applications in Dockets TS-121253 and TS-121395 seek overlapping authority, and the latter application was filed with 30 days of the date the former application appeared on the application docket.  Because both applicants seek to provide overlapping services, the commission consolidated San Juan Cruises' application (TS-121395) with Bellingham Water Taxi's application (TS-121253) for joint consideration, pursuant to WAC 480-51-040(3).

The commission held a prehearing conference in these matters on November 6, 2012.  Order 01, prehearing conference order,  was entered on that same day.  The commission held an evidentiary hearing in this matter on January 31, 2013, and February 1, 2013.

On March 26, 2013, the commission issued Order 03 - Initial Order Granting Application of Bellingham Water Taxi With Conditions.  A petition for administrative review was filed by Islander Mariner Cruises on April 15, 2013.  Answers to the petition for administrative review were filed by Staff and Pacific Cruises Northwest on May 1, 2013.

 The commission issued its final order "Order 04 - Final Order Denying Petition For Administrative Review" on July 17, 2013.
