​On February 19, 2016, Avista Corporation d/b/a Avista Utilities (Avista) filed with the commission, by letter,  revisions to its currently effective Tariff WN U-28, Electric Service in Docket UE-160228 and revisions to its currently effective Tariff WN U-29, Natural Gas Service in Docket UG-160229 designed to effect a general rate increase for electric and natural gas service.

The commission suspended operation of the tariffs and consolidated the dockets for hearing by Order 01 entered on March 7, 2016.

The commission held a prehearing conference in this matter at 9:30 am., on Wednesday, March 23, 2016, in the commission's hearing room, second floor, Richard Hemstad Building, 1300 S. Evergreen Park Drive S.W., Olympia, Washington.

On Monday, March 28, 2016, the commission entered Order 03, Prehearing Conference Order and Notice of Hearing, setting the evidentiary hearing in this matter for October 12-14, 2016 at 9:30 a.m., Richard Hemstad Building, 1300 S. Evergreen Park Drive S.W., Olympia, Washington.

The Commission held public comment hearings on this matter. The first public comment hearing was on September 20, 2016, at 12 p.m. (noon), in the Spokane Valley City Council Chamber, 11707 E. Sprague Ave., Suite 106, Spokane Valley, Washington. The second public comment hearing was on September 20, 2016, at 6 p.m. in the Spokane City Council Chamber, 808 W. Spokane Falls Blvd., Spokane, Washington. The Commissioners heard comments from the public regarding this case.
