Washington Utilities and Transportation Commission
On February 9, 2015, Avista Corporation d/b/a Avista Utilities (Avista) filed with the commission revisions to its currently effective Tariff WN U-28, Electric Service in Docket UE-150204 and revisions to its currently effective Tariff WN U-29, Gas Service in Docket UG-150205 designed to effect a general rate increase for electric and gas service. Avista requests an electric rate increase of $33.2 million, or 6.7 percent, and a gas rate increase of $12 million or 6.9 percent. The commission suspended operation of the tariffs and consolidated the dockets for hearing by Order 01 entered on February 20, 2015.
The commission held a prehearing conference in this matter at 1:30 p.m., on Thursday, March 12, 2015.
On March 16, 2015, the commission entered Order 03, prehearing conference order and notice of hearing, which scheduled and evidentiary hearing in this matter starting on Monday, October 5, 2015, at 9:30 a.m., continuing through October 8, 2015 as needed, in the commission's hearing room, second floor, Richard Hemstad Building, 1300 S. Evergreen Park Drive S.W., Olympia, Washington.
By notice, issued September 1, 2015, the commission held two public comment hearings:
September 15, 2015, from 6:00 p.m. to 7:30 p.m., in the Spokane City Council Chambers, 808 W. Spokane Falls Boulevard, Spokane, Washington, and
September 16, 2015, from 12:00 p.m. (noon) to 1:30 p.m., in the Spokane Valley Council Chambers, 11707 E. Sprague Avenue, Spokane Valley, Washington.
On January 6, 2016, the commission entered its Order 05, Final Order Rejecting Tariff Filing, Accepting Partial Settlement Stipulation, Authorizing Tariff Filings. Appendix C to Order 05, Settlement Stipulation, is available by clicking here.
On August 7, 2018, the Court of Appeals, Division II reversed the final order, and remanded the case to the Commission for recalculation of Avista's rates. On April 19, 2019, the commission issued a notice of prehearing conference to establish to procedure going forward. On May 9, 2019, the commission issued a notice rescheduling the prehearing conference. The prehearing conference will be held at 1:30 p.m. on May 24, 2019, in the commission's hearing room, second floor, Richard Hemstad Building, 1300 S. Evergreen Park Drive S.W., Olympia, Washington.
On May 29, 2019, the commission entered Order 07, prehearing conference order, establishing a procedural schedule that includes, among other things, an evidentiary hearing set for October 30, 2019, at 9:30 a.m., in the commission's hearing room at its new location at 621 Woodland Square Loop SE, Lacey, Washington.
