Washington Utilities and Transportation Commission
On September 5, 2012, the commission filed with the Code Reviser a Preproposal Statement of Inquiry (CR-101) to consider rules to establish rate setting flexibility and competition for auto transportation companies in WAC 480-30.
The commission invited written comments on the CR-101 to consider rules to establish rate flexibility and competition for auto transportation, as well as the concepts for such rules described in the notice by October 8, 2012.
The commission determined that it should consider amending WAC 480-30 to promote rate flexibility as well as recognize the competition among carriers. By notice issued February 8, 2013, the commission offered draft rules and asked for comment by March 8, 2013.

The commission issued a second draft rules and asked for comment by May 13, 2013. A brief summary of the changes from the first draft to the second draft is available here. Further, the commission requested that passenger transportation companies submit by May 13, 2013, their analysis of whether the draft rules impose a cost impact on the company. The commission filed a Notice of Proposed Rulemaking (CR-102) and SBEIS with the Office of the Code Reviser on June 5, 2013. By Notice dated June 7, 2013, written comments on the proposed rules were due by July 8, 2013. A comment summary matrix is available by clicking here.
The commission held an adoption hearing of the proposed rules on Friday, July 26, 2013, and filed its Adoption Order with the Code Reviser on August 21, 2013. The Adoption Order, Appendix A (Rules), and Appendix B (Comment Summary Matrix) are available by clicking the appropriate link.
