The UTC and the state Dept. of Commerce have initiated a carbon and electricity markets stakeholder work group, required under the Clean Energy Transformation Act (CETA).
The work group will examine CETA's integration with carbon and electricity markets outside the state and its compatibility with cap-and-trade programs.
This work group will assist the agencies in preparing for a rulemaking for reporting wholesale power transactions to ensure the benefits of clean energy, such as renewable energy credits, are not double-counted between Washington and other states with carbon cap-and-trade programs.
In November 2019, the UTC and the Washington Dept. of Commerce announced nominations to the workgroup. A summary report detailing the workgroups activities was filed in May 2021.
