The purpose of this filing is to implement credits in Schedule 142 to apply to Schedule 307 and 327 customers. Consistent with the conclusion of the Time-of-Use (“TOU”) pilot and our transition to a full program deployment, PSE proposes to include all ongoing TOU schedules within the decoupling mechanism and to reflect those schedules under Schedule 142 prospectively. This change aligns decoupling treatment across customer services, improves rate design consistency, and ensures TOU customers receive the same decoupling adjustments and reporting as non‑TOU customers beginning with the effective date of rates approved in this docket. |
