Summary Filing to implement an annual adjustment to electric Schedule 141WFP Wildfire Prevention Tracker to recover costs associated with PSE's Wildfire Mitigation and Response Plan and Wildfire Mitigation Plan implementation, effective January 1, 2026, as provided for in the Commission’s Final Order in Consolidated Dockets UE-240004 and UG-240005.   • 03/12/2026 -- Allowed (Commissioner Rendahl moved, in Docket UE-250931, Puget Sound Energy’s Tariff Revision filed on November 25, 2025 to true-up wildfire tracker costs, to issue an Order: • Allowing Puget Sound Energy to recover its tracker-true up request for 2025. • Allowing Puget Sound Energy to update its O&M forecast to rates for 2026. • Allowing the amortization of the UE-231048 insurance deferral (December 2023-January 2025) to go into rates subject to refund with the following condition: o Puget Sound Energy to provide Staff and other interested parties, within 30-days of the effective date of the order, with detailed contemporaneous documentation of its decision process and analysis, to demonstrate the amortized insurance deferral amount as prudent. • Allowing 2026 wildfire insurance liability expense subject to refund with the following conditions: o Puget Sound Energy update its tariff to reflect now known actual 2026 insurance expenses instead of reflecting on the forecasted amount. o Puget Sound Energy provide Staff, and other interested parties, within 30 days of the effective date of the order, detailed contemporaneous documentation of the Company’s decision-making process and analysis to demonstrate that the 2026 insurance coverage expense is prudent. • Allowing Puget Sound Energy’s 2025 Plant-in-Service request to be effective in rates. • Allowing Puget Sound Energy to recover its 2026 Plant Forecasts, subject to a future prudence review. • Requiring Puget Sound Energy to take the following actions, in future filings for recovery of costs under its wildfire tracker: o To provide a four month review process for Staff and other parties. o Include supporting testimony and exhibits in its filing. o Connect operations and maintenance spending to individual projects or circuit level analysis. o Provide detailed contemporaneous descriptions and analyses used for wildfire insurance coverage determinations. o Apply the company’s provisional plant review standards and processes used in multi-rate proceedings to the trackers’ plant investments. o Categorize project data by the relevant wildfire mitigation program and require Puget Sound Energy, Staff and other parties to continue to discuss process and improvements for future wildfire tracker filings, including those recommended in Staff’s memo, such that the parties would submit that list of improvements or set of improvements, for consideration at a future open meeting, preferably within 60 days of the effective date of this order and Puget Sound Energy must file that list with an acknowledgement of the company’s intent to follow those process improvements in future wildfire tracker filings.
