For all regulated electric utilities, the UTC has approved generation from renewable resources to meet or exceed the first Renewable Portfolio Standard deadline at the end of 2011. Through resource planning implementation and the regulatory approval process,
UTC-regulated utilities have already begun moving toward their 2015 renewables goals, by upgrading in-state hydro-electric generation and acquiring wind sites for future development in Washington State.

Policy Statement on Acquisition of Renewables
The UTC issued a “Report and Policy Statement Concerning Acquisition of Renewable Resources by Investor-Owned Utilities,” articulating the criteria under which utility acquisitions of renewable resources will be authorized for recovery in rates, and providing a new process for utilities to seek “pre-approval” to acquire a renewable resource.

Integrated Resource Planning
The UTC guides utilities to implement planning for acquisition of renewables under the Energy Independence Act and to consider new and emerging conservation measures in the utilities’ long-term planning. In parallel to IRP planning, the UTC required utilities to report on smart grid planning and progress.
