Agency Profile
The Washington Utilities and Transportation Commission (UTC) enforces pipeline and railroad safety standards and also regulates the rates, services and practices of privately-owned utilities and transportation companies, water and solid waste collection companies, private commercial ferries, buses and household goods movers. The mission of the UTC is to protect consumers by ensuring fairly priced, available, reliable and safe utility and transportation services. The UTC is located in Olympia, Washington. About the Pipeline Safety Program
The pipeline program works in partnership with federal, state and local governments, pipeline operators and interested organizations to ensure public safety measures are in place for hazardous liquids and natural gas pipelines in Washington State. The commission oversees the operations of 28 pipeline companies operating more than 24,000 miles of pipe.

Nature and Scope of Position
The Director of Pipeline safety leads a comprehensive interstate and intrastate pipeline safety program (natural gas and hazardous liquid pipelines) that enhances public safety through compliance inspections, technical assistance to local governments and pipeline operators, public education and enforcement. The director works to ensure that pipeline companies conduct their operations in a manner that is consistent with federal and state laws and rules, commission orders and recognized industry practices.

Strategic Direction
Coordinates pipeline issues among state government agencies.
Advises the Commissioners, senior managers and Governor’s Office about pipeline safety related issues and policies.
Represents the State of Washington and the commission before national boards, federal Pipeline and Hazardous Materials Safety Administration and the media.

In carrying out this strategic direction, the director works closely with local governments, pipeline operators, business and community organizations, the Washington Citizens Committee on Pipeline Safety and other pipeline safety programs in other states.

Required Qualifications
§ A minimum of five years of mid-level or higher management experience supervising professional staff.
§ Demonstrated ability to effectively use a combination of advanced leadership, management and technical skills.
§ Proven experience in conflict resolution and collaborative problem solving skills found useful in preparing enforcement actions.
§ Skilled in both oral and written communications, as well as public speaking.
§ Ability to interact successfully with widely diverse individuals and groups.

Desirable Qualifications
Preference may be given to candidates with the following qualifications, in addition to above required qualifications:
§ Bachelor’s degree in engineering, business administration, public administration, or related field.
§ Management experience working closely with government agencies, businesses, advisory committees, community organizations and other stakeholders.
§ Public agency policy development experience.
§ Knowledge of government regulatory theory and practice and current pipeline safety issues; requirements of open public meetings, Administrative Procedures and Public Records laws.

Compensation
The annual salary is up to $93,765 depending on qualifications. The benefit package is competitive and includes a state retirement plan, deferred compensation, 11 paid holidays annually, paid vacation and sick leave, and a full array of health, dental, life and long-term disability insurance coverage.
